Background
Roma-Powered Growth is a 36-month regional action implemented across the Western Balkans by a consortium of Roma-led institutions led by the Roma Foundation for Europe (RFE), together with the Roma Education Fund (REF), the Roma Entrepreneurship Development Initiative (REDI) and the European Roma Institute for Arts and Culture (ERIAC), with the support of the European Commission. The action addresses structural barriers to Roma labour-market participation across the lifecycle through three work packages: WP1 Employment, WP2 Education, and WP3 Entrepreneurship.
REDI leads Work Package 3 – Entrepreneurship: Formalisation, Growth and Market Access. WP3 supports Roma micro-entrepreneurs and Roma cultural workers to formalise, grow, and access finance and markets. It is delivered through five interlinked activities: the redi.business digital support platform; Entrepreneurship Hubs and Business Clubs providing business diagnostics, mentoring and EntreComp-based training; access to finance and market integration; policy engagement to strengthen the environment for Roma entrepreneurship and business formalisation; and monitoring, evidence generation and preparation for scale-up.
WP3 operates in two regional clusters — Region 1 (North Macedonia and Serbia) and Region 2 (Albania and Montenegro) — through a network of four Entrepreneurship Hubs, and aims to support approximately 3800 Roma entrepreneurs. Expected results include increased business formalisation, EntreComp certification, tailored technical assistance, improved finance-readiness and greater access to finance and markets, contributing to the EU Growth Plan for the Western Balkans and related enlargement processes (Roma Ministerial, Berlin Process).
Purpose of the position
The Regional Policy Officers position entrepreneurship evidence within SME competitiveness reforms, EU Growth Plan priorities and Berlin Process discussions, and lead working-level policy engagement with national economic authorities in their region.
Objectives
- Translate WP3 evidence and pilot learning into concrete policy recommendations and implementation guidance.
- Strengthen the enabling environment for Roma entrepreneurship and business formalisation through structured policy dialogue.
Key responsibilities and tasks
- Support the positioning of entrepreneurship evidence within SME competitiveness reforms, the EU Growth Plan and Berlin Process discussions.
- Prepare policy notes, briefings and recommendations grounded in WP3 evidence.
- Engage line ministries and agencies responsible for economy, finance, employment, SME development and public procurement in the region.
- Support policy dialogue events, the Strategic Policy Advisory Forum and the Roma business consultation forum.
- Identify regulatory and administrative barriers to formalisation, finance and market access and propose adoption-ready solutions.
Expected deliverables
- Policy notes and recommendation papers for the region.
- Records of policy engagement with economic ministries and agencies.
- Inputs to WP3 analytical reports and scale-up models.
Required qualifications and experience
- University degree in economics, public policy, law, political science or a related field.
- Minimum 3 years of relevant experience in policy analysis or engagement, ideally on SME, economic development or inclusion policy.
- Understanding of EU enlargement, the Growth Plan for the Western Balkans and regional policy processes.
- Excellent drafting skills; command of English and at least one language of the region
Reporting and working arrangements
The position reports to the WP3 Project Manager, coordinating closely with the RFE Policy Manager. The post-holder works within the REDI-led WP3 team and coordinates closely with the consortium’s Central Programme Management Unit (RFE) and, where relevant, with REF and ERIAC. All work must comply with the action’s rules on financial management, monitoring, data protection, and EU communication and visibility.
